Imagine if a car is driving at the speed of 100 mph on a straight road. What will be the speed of each of its wheels to a certain point where they marked at the ground?
The answer to this very undefining question is zero. As when the wheel rolls it significantly moves into different ways, when it moves rotationally then it is around the center and when it moves horizontally it is in the direction of travel. At a point where it will touch your contact with the ground, both the horizontal as well as rotational motion will oppose each other or cancel each other.
